The 1960s mantra "Drugs, sex and rock-and-roll" sets sail aboard a floating radio station strategically positioned in international waters, but close enough to be heard on England's shores. Captained by a DJ known as "The Count" (Philip Seymour Hoffman), the illegally broadcasted radio waves capture both the rebellious heart of UK youth and the attention of the stern and controlling British Government.
